The PCCA’s Engineering team is responsible for the successful completion and delivery of projects, including design of PCCA facilities and infrastructure, construction program management, and development of the PCCA’s capital improvement program. This particular position will assist the Director of Engineering in leading and executing the program while ensuring timely, quality delivery of projects. This position covers a broad range of functions including providing engineering technical support, design leadership, construction management, and oversight for expansion and improvement of infrastructure at one of the nation's largest ports, while providing support to the Director of Engineering Services. ESSENTIAL FUNCTIONS - Develops and reviews technical requirements for design and construction project scopes, deliverables, schedules, and budgets
- Oversees in-house and outsourced design projects for multidisciplinary, intermodal infrastructure and facility capital and maintenance projects
- Manages engineering projects; holds architects, engineers, designers and contractors accountable to ensure projects are on schedule, on budget, of quality, and meet the overall needs of the PCCA
- Coordinates, oversees, and reviews design consultant deliverables and contractors work to provide high quality projects
- Understands and incorporates sound safety and environmental protection principles in design and construction and fosters safety and environmental stewardship in construction projects and other PCCA activities
- Follows PCCA operational security requirements and procedures, and see that security requirements are properly implemented and maintained on assigned projects
- Participates in selection of professional services consultants
- Coordinates with architects, engineers, and other specialists
- Reviews proposed design of projects to ensure uniformity and consistency in effort and effect
- Reviews construction documents to ensure they are complete, comprehensive, and technically sound to provide an effective basis for construction and project completion
- Prepares plans, specifications and bid documents for selected projects; directs and supervises production of plans, specifications and bid documents by consultants for assigned projects and ensures uniformity and consistency with standards and procedures
- Supports the bidding process, selection of construction contractors, and provides technical support during construction including coordination of consultant support
- Prepares and reviews contract amendments and change orders; negotiates contractor claims and corrective action measures
- Oversees the annual facility and infrastructure inspection program to ensure projects are identified for inclusion into annual and long-term planning budgets
- Interfaces with PCCA Commission, individuals, and organizations throughout the community
- Assists Director of Engineering Services in reviewing and coordination of construction plans submitted by PCCA tenants and easement/franchise holders; provides technical guidance to PCCA tenants for planned improvements and reviews technical documentation for tenant projects to ensure PCCA requirements are consistently applied and design standards are met
- Advocates continuous focus on workflow process improvements
- Prepares correspondence, exhibits, and presentations for PCCA Commission, staff, working groups, and committee meetings as needed; prepares written reports, letters, and other materials as necessary to support work activities
- Evaluates new technology and procedures and incorporates acceptable systems into PCCA designs
- Supervises, plans, assigns, and reviews the work of assigned personnel
- Coaches, mentors, and evaluates performance and provides feedback to assigned personnel
- Adheres to PCCA policy and holds supervised staff accountable
- Facilitates creative problem solving, collaboration, and productive troubleshooting among the team
- Maintain good employee relations while encouraging and fostering a helpful environment where teamwork prevails
- Assists senior management and office staff where appropriate
- Assists the Director of Engineering and performs other duties as assigned
- Drives vehicle as necessary to complete assigned tasks, courteously and safely and follows applicable procedures for vehicle use, and works required hours/shift necessary to fulfill facility objectives
- Ability to understand, interpret, and apply state/federal laws and all PCCA policies, and promote and adhere to the PCCA’s SEAPORT values
- CPR certified or the ability to become CPR certified within the first year of employment
- Tier 1 status designation as part of the Incident Management System
CANDIDATE PROFILE The preferred candidate for this position should have a history of effective partnerships, creative problem-solving and consensus building, as well as the ability to fit well within an energetic and dedicated team, and should be organized, thorough, and self-disciplined with a focus on maintaining optimal integrity in support of the PCCA. The preferred candidate should have the ability to work well within a fast-paced environment, with tight deadlines and a multitude of projects and changing priorities; they should also possess high-level organizational and planning skills and the ability to set priorities, take initiative, and exercise sound independent judgment. They must possess the following: EDUCATION & CREDENTIALS - Bachelor's degree in engineering (preferred in civil, structural, marine or ocean) from an ABET accredited college or university
- Registered professional engineer in the State of Texas or ability to obtain registration in Texas
- Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment
- Valid driver’s license
EXPERIENCE & JOB KNOWLEDGE - A minimum of ten (10) years of experience in engineering design and project and program management, with fifteen years preferred
- Experience in port and waterfront design, construction management, program management and budgeting preferred
- Strong multi-disciplined knowledge of engineering techniques and theories
- Experience in knowledge of local, state and federal codes and requirements
TECHNICAL SKILLS - Skilled in the application of engineering concepts
- Ability to supervise the work of project engineers, draftsmen, and technical staff
- Strong written and verbal communication skills
- Proficiency in MS Office, including Word and Excel, Outlook, TEAMS, and other related applications
- Experience in contract administration and negotiation preferred
- Strong focus on customer service

ESSENTIAL PHYSICAL JOB FUNCTIONS - Ability to perform essential job functions, including but not limited to frequent standing, walking, sitting, speaking or hearing, typing and occasional reaching, stooping, kneeling, lifting and/or moving up to 20 pounds with or without reasonable accommodation
- Must be able to walk and stand on level and/or inclined, climb stairs, ramps, ladders and work stands. Must be able to crouch, crawl, grasp/handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders to inspect Port infrastructure and construction progress
- Ability to work in a general office environment, with some exposure to the elements when visiting worksites
- Ability to operate light-weight highway vehicles and standard office equipment and to work the requisite hours to fulfill position objectives, including evenings and/or weekends, as needed
